A clear step-by-step guide to reporting a lost or stolen phone online, getting the police complaint or e-FIR, blocking the handset on the CEIR portal, and unblocking it if you get it back.

How-To Guide · Lost Phone

If your phone is lost or stolen, file an online police complaint or e-FIR on your state police portal, then block the handset using its IMEI on the Government CEIR portal (ceir.gov.in) so it cannot be reused, and inform your telecom operator for a SIM block. Most people stop after the police complaint, but the CEIR block is the step that actually makes the phone useless to a thief. This guide gives the steps in order, explains lost versus stolen, and shows how to unblock the phone if you recover it.

The short answer
  • First: note your IMEI and ask your operator to block the SIM.
  • Second: file a police complaint or e-FIR (lost report for lost, FIR for stolen).
  • Third: block the IMEI on the CEIR portal (ceir.gov.in) and save the Request ID.
  • Blocking time: usually within about 24 hours of a successful request.
  • If found: inform the police and use Un-Block Found Mobile on CEIR.

01Why you should act within hours, not days

A lost phone is more than a lost device. It holds your bank apps, UPI, email, photos and OTPs, so the first few hours matter most.

Your number and apps are at risk

Anyone holding your phone and SIM can receive your OTPs. That is why you should call your operator first and block the SIM, and then lock or sign out of your accounts from another device.

A police complaint alone does not stop the phone

A police report creates a record. It does not stop someone from putting a new SIM in your handset. The phone can still work on any network until its IMEI is blocked. This is the gap that the CEIR portal closes.

You may need the paper trail later

Many people need the police copy for an insurance claim, a duplicate SIM, or to show they were not responsible if the phone is misused. A dated complaint protects you.

A police complaint records the loss. A CEIR block is what makes the phone useless to whoever has it.

02Lost or stolen: what you file

The kind of report depends on what happened to the phone. Be honest and clear about which it is.

  • Lost (you misplaced it): You usually file a lost property report or a complaint. Many state police portals have a separate option for lost articles, including mobile phones. You get an acknowledgement or a lost report number.
  • Stolen or snatched: This is a crime, so you should report it as theft and ask for an FIR. Theft is dealt with under the criminal law. Give the time, the place and any details of the person if you have them.

Do not call a stolen phone lost just to get it done faster, and do not call a lost phone stolen. A false report can create legal trouble for you. If you are unsure what happened, say so in your complaint and let the police record it as you describe.

CEIR accepts a police complaint, an FIR or a lost report as the supporting document, so either way you can go ahead and block the phone.

For the general process of getting an FIR registered online for any offence, see our guide on how to file an FIR online in India.

03Before you start: what to keep ready

Having these ready makes the whole process take minutes instead of hours.

  • IMEI number: a 15-digit number. Check the phone box, the bill, or the Google or Apple account linked to the phone. You can also see it by dialling *#06# on any working phone with the same details, but that only shows the IMEI of the phone in your hand.
  • Phone details: make, model, colour, and the mobile number or numbers used.
  • Purchase invoice: useful as proof of ownership.
  • ID proof: a scan of Aadhaar, passport, driving licence or similar.
  • Duplicate SIM: CEIR sends an OTP to the mobile number you give. If that SIM was in the lost phone, you need a duplicate SIM from your operator first, or you can give another working number you control.

Dual SIM phones

If your phone has two SIM slots, it has two IMEI numbers. CEIR lets you enter both. Block both so the phone cannot be reused through either slot.

04Step-by-step: how to report and block a lost phone

Follow these steps in order. The whole process can be done from your laptop or another phone.

Step 1: Note your IMEI

Write down both IMEI numbers if the phone is dual SIM. This is the key to everything that follows.

Step 2: Block your SIM with your operator

Call your telecom operator, report the loss, and ask them to block the SIM. Then request a duplicate SIM for the same number. This stops misuse of your number and gives you a way to receive OTPs.

Step 3: File the police complaint or e-FIR

Open your state police citizen services portal and choose the option for lost article or e-FIR, depending on your state. Fill in your details, the phone details and the IMEI, and submit. If your state does not offer online filing for your case, go to the nearest police station. Always keep a copy of the acknowledgement, complaint or FIR. Some states accept online complaints for lost phones only, and ask you to visit the station for theft.

Step 4: Register the block request on CEIR

Go to the official portal at ceir.gov.in (it opens the Sanchar Saathi CEIR site run by the Department of Telecommunications). Click the red tab Block Stolen/Lost Mobile. Fill in the phone details, the police complaint or FIR details, and your identity details. Upload a copy of the police document and your ID proof. Enter the captcha, click Get OTP, verify the OTP and submit.

Step 5: Save the Request ID and track

After you submit, the portal gives you a Request ID (18 digits). Save it somewhere safe. You need it to check the status and to unblock the phone later. After a successful request, the phone is normally blocked within about 24 hours, and then it cannot be used on mobile networks in India.

Step 6: Secure your accounts

While you wait, change passwords for email, banking and social apps. Use Find My Device (Android) or Find My (Apple) to lock or erase the phone from another device. Tell your bank if UPI was active on the phone.

05Why CEIR matters

CEIR stands for Central Equipment Identity Register, and it is a Government of India system that works on the phone itself, not on the SIM.

Every handset has a unique IMEI number. When you request a block, the IMEI is added to a central list that all telecom operators in India check. A blocked handset will not connect to any network, even if a thief swaps in a new SIM. This lowers the resale value of stolen phones and gives you a real chance of getting the phone returned.

CEIR is part of the Sanchar Saathi initiative of the Department of Telecommunications. The same platform also lets you check the status of your request and unblock a recovered phone.

ActionWhat it stopsWhat it does not stop
SIM block with operatorMisuse of your mobile number and OTPsThe handset working with a new SIM
Police complaint or e-FIRNothing by itself, but creates a legal recordUse of the phone
CEIR IMEI blockThe handset connecting to Indian networksAccess to data already stored on the device
Remote lock or eraseAccess to your data and accountsResale of the hardware

Use all four together. Each one covers a different risk.

06If you find the phone: how to unblock it

If you get the phone back, you can unblock it, but only if you have your Request ID.

  1. Tell the police that the phone is found, and keep that record. The portal says unblocking should be done only if the phone is found and is with you.
  2. Go to the CEIR portal and click the green tab Un-Block Found Mobile.
  3. Enter your Request ID, your mobile number for the OTP, and the reason for unblocking, and enter the captcha.
  4. Verify the OTP and submit. The IMEI is then unblocked and the phone can be used again.

If you lose the Request ID, try to find the confirmation SMS or email from the portal. Keep it in a safe place from the start.

07Mistakes to avoid

  • Waiting too long. Block the SIM and file the complaint on the same day.
  • Skipping CEIR. Without it, the handset can keep working with a new SIM.
  • Writing the wrong IMEI. Check every digit. A wrong IMEI blocks the wrong device or fails.
  • Losing the Request ID. You need it to unblock.
  • Giving false details. Report lost as lost and stolen as stolen.
  • Using fake helpline numbers. Only use the official government portals. Do not share OTPs or pay anyone to track your phone.

If your phone was taken by fraud, for example someone cheated you out of money, that may be a different complaint. Cases that reach a court can also take years, and you may want to understand the process; see our guide on writ petition format in India for how higher court petitions are structured, and if you are a business weighing counterparties, see pre-sanction borrower litigation screening.

08Where Claw fits

For a lost phone, you do not need legal software. The steps above are free and you can finish them in an hour.

Claw only becomes useful if a matter grows into a court case, for example a consumer dispute with an insurer or a seller over the lost device. Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.

In that case you can track the matter, its hearings and its orders in one place. See our guide to consumer forum case tracking software in India if that applies to you. Claw also has a free plan for individual advocates.

10Frequently asked questions

Can I file an online FIR for a lost phone?

Yes, in many states you can file an online complaint or e-FIR for a lost phone on the state police citizen portal. For theft, some states ask you to visit the police station. Always keep the acknowledgement or FIR copy.

What is CEIR and how do I block my lost phone?

CEIR is the Central Equipment Identity Register run by the Department of Telecommunications. Go to ceir.gov.in, choose Block Stolen/Lost Mobile, enter the IMEI, upload the police copy and ID, verify the OTP and submit. Save the Request ID.

How long does the CEIR block take?

After a successful request, the phone is normally blocked within about 24 hours. After that, it cannot be used on mobile networks in India. Check your request status with the Request ID.

Is a police complaint needed to block the phone on CEIR?

Yes. The CEIR form asks for the details of a police complaint, FIR or lost report, and you upload a copy. So file the police complaint first.

What is the difference between a lost report and an FIR for a phone?

A lost report records that you misplaced the phone. An FIR is registered when a crime such as theft has happened. Report what actually happened, as a false report can cause you legal trouble.

How do I unblock my phone if I find it?

Tell the police the phone is found, then open CEIR and click Un-Block Found Mobile. Enter your Request ID, mobile number, reason and OTP, then submit. You need the Request ID, so keep it safe.
