How to Apply for a Domicile Certificate Online in Tamil Nadu
A domicile certificate proves where you ordinarily live and belong, and it is used for state quota admissions, scholarships, government jobs and some welfare schemes. In Tamil Nadu this is issued as a Nativity Certificate (and, for shorter purposes, a Residence Certificate); there is no separate form called domicile, so if a form asks for a domicile certificate you apply for the TN nativity certificate. You apply online through the TN e-Sevai portal, and the first step is to create a CAN, the Common Application Number that links your e-Sevai services. This page walks through the application, the documents, the issuing authority, the timeline, and the revenue appeal route if your application is wrongly rejected. Last verified October 2026.
- Where: TN e-Sevai at tnesevai.tn.gov.in; create a CAN first.
- Name in TN: apply for a Nativity Certificate (there is no separate "domicile" form).
- Signed by: the Tahsildar or RDO, after VAO verification.
- Proof: school records showing years of residence in Tamil Nadu are the strongest.
- If refused: take it up with the RDO / Collector, then the revenue court or Madras High Court; Claw can track it.
01What it is and who needs it
A nativity (domicile) certificate states that you are a native of, or ordinarily resident in, Tamil Nadu, with your place and period of residence. In Tamil Nadu it is issued by the Revenue Department.
You will be asked for it in cases like these:
- State quota seats in colleges and professional courses.
- Scholarships and welfare schemes limited to residents of the state.
- Government job applications that need proof of nativity.
- Some identity and benefit claims that ask for a domicile proof.
Tamil Nadu issues a Nativity Certificate for the longer native or residence purpose and a Residence Certificate for a shorter stay proof, so pick the one the receiving form asks for.
02Documents you need
Keep clear scans ready before you start. The usual set is:
| Document | Why it is asked |
|---|---|
| Aadhaar of the applicant | Identity and to pre-fill details |
| Ration or family card | Family and address proof |
| School transfer or study certificate | To show years of residence in Tamil Nadu |
| Birth certificate | Place of birth and parentage |
| Address proof (electricity bill or similar) | Current residence and taluk |
| Passport size photo | Attached to the application |
School records that show continuous study in Tamil Nadu are among the strongest proof of nativity. Use the exact name spelling from your Aadhaar across every field.
03Step by step on TN e-Sevai
The process runs on the TN e-Sevai portal after you create the CAN.
- 1. Register and create a CAN. Go to tnesevai.tn.gov.in, register a citizen login and create your CAN with your personal and address details.
- 2. Pick the service. Under the Revenue Department services choose Nativity Certificate (or Residence Certificate for a short stay proof).
- 3. Fill the form. Select your CAN, enter the place and period of residence, and match everything to your Aadhaar and school records.
- 4. Upload documents. Attach the school records, birth certificate, family card and address proof.
- 5. Pay and submit. Pay the fee and submit; note the application number.
The VAO and Revenue Inspector verify residence before the Tahsildar or RDO signs the certificate. You can also apply at an e-Sevai centre.
04Fee, timeline and validity
The online portal fee is a small fixed amount per application, paid through the e-Sevai gateway. An e-Sevai or Common Service Centre may add its own service charge if it files for you.
Nativity certificates are usually delivered within a few working days once the VAO verification is done, under the citizen service rules. A nativity certificate is generally treated as a standing proof, but a receiving office may still ask for a recent one, so read the form and apply in good time.
05Track, download and verify
Log back in to e-Sevai and open the status with your application number. When it is approved, download the signed PDF.
- The certificate carries a reference number and QR code the receiving office can verify online.
- Download and keep the PDF; a portal printout is accepted in most offices.
- If the status is stuck at verification, visit the taluk office or the e-Sevai centre with your application number.
06Common reasons it is rejected
Most rejections are fixable. The usual grounds are:
- Not enough proof of years of residence in Tamil Nadu.
- Name or address does not match Aadhaar or the family card.
- School records show a different place or spelling.
- Address falls outside the taluk you applied in.
If the rejection is a documentation problem, gather the school and residence proof and re-apply. If you believe the refusal is wrong on the merits, Tamil Nadu revenue law gives you an appeal, explained next.
07If it is wrongly refused: the appeal route
A nativity certificate is a decision of a revenue officer. If the Tahsildar or RDO wrongly refuses it, you are not stuck with it. You can take it up with the higher revenue authority, normally the Revenue Divisional Officer (RDO) or Sub-Collector and then the District Collector, revenue disputes can travel up through the revenue courts, and where a legal right is denied you can file a writ petition in the Madras High Court or its Madurai Bench. A wrongly refused nativity certificate that blocks an admission or job seat is a common reason people go to the High Court.

If your certificate problem turns into a revenue appeal or a court matter, you can create a FREE Claw account and track that matter across the forum that hears it. Claw covers 9,102 courts, benches and forums in India, so whether your case sits before a revenue court, a district court or the High Court, there is a real tracking home for the orders and next dates. Judgment search spans 30 crore+ judgments, with Supreme Court decisions from 1950 and High Court decisions from 1990, and results return in under 5 seconds, which helps if you or your lawyer want to see how similar refusals were decided. Claw does not train its AI models on your documents. This is general information and not legal advice, and a tracked case still needs a lawyer for the arguments.
To see what is already filed in a forum, run a case search across Indian courts by party name. For the strict time limit on filing an appeal, see the limitation period for filing an appeal.

09Frequently asked questions
Is there a domicile certificate in Tamil Nadu?
Tamil Nadu issues a Nativity Certificate (and a Residence Certificate for a short stay proof) rather than a form called domicile. If a form asks for a domicile certificate, apply for the TN nativity certificate on e-Sevai.
Which portal do I use?
The TN e-Sevai portal at tnesevai.tn.gov.in. You first create a CAN (Common Application Number), then choose Nativity Certificate under the Revenue Department services. You can also apply at an e-Sevai centre.
What is the strongest proof of nativity?
School transfer or study certificates showing continuous study in Tamil Nadu, with your birth certificate, Aadhaar, family card and current address proof. Years of schooling in the state carry a lot of weight.
Who signs the certificate?
The Tahsildar or the Revenue Divisional Officer, after the Village Administrative Officer and Revenue Inspector verify your residence.
What can I do if it is wrongly refused?
If it is a documentation gap, add the residence proof and re-apply. If it is wrong on the merits, take it up with the RDO or Sub-Collector and the District Collector, and the matter can go to the revenue court or the Madras High Court by writ. Claw can track that matter across the forum that hears it.
