How to Register Property and Apply for Mutation in Haryana
In Haryana, buying land or a house has two separate steps that people mix up. First you register the sale deed at the office of the Sub-Registrar or Joint Sub-Registrar, which makes the transfer legal and pays stamp duty and the registration fee. Second you apply for mutation, called intkaal, so the jamabandi (the record of rights) is updated to show you as the owner for revenue purposes. Registration proves the transaction; mutation updates the government record and is what lets you pay land revenue, raise a loan and sell again without trouble. This page explains both steps for Haryana, the real portals you will use (mainly jamabandi.nic.in), what you pay, how long it takes, and what to do if a mutation is entered wrongly or someone disputes it. 01Registration and mutation: the difference
These are two different jobs done by two different offices, and you need both.
- Registration is done at the Sub-Registrar office under the Registration Act 1908. It records the sale deed, collects stamp duty and the registration fee, and gives the transfer legal effect.
- Mutation (intkaal) is done by the revenue machinery (Patwari, Kanungo and revenue officer) and updates the jamabandi so the land record shows the new owner. In Haryana the record of rights, mutations and registered-deed information sit on the jamabandi.nic.in portal.
A registered deed without mutation still leaves the seller on the revenue record, which blocks resale, loans and clean tax entries later. Treat mutation as the second half of the purchase.
02Before you register: documents and valuation
Keep these ready before the registration appointment:
- The draft sale deed with the full description of the property, khasra or khewat numbers and area.
- Identity and PAN of buyer and seller, and Aadhaar for verification.
- The latest jamabandi (nakal) and the mutation chain showing the seller is the recorded owner, downloaded from jamabandi.nic.in.
- The applicable collector rate (circle rate) for that area, which sets the minimum value for stamp duty.
- Where the land is agricultural, check any sale restriction; where it is in a licensed colony or HSVP area, keep the allotment and dues-clearance papers.
Read the jamabandi carefully. If the seller is not clearly the recorded owner or an earlier mutation is pending, resolve it before you pay anything.
03Step by step: registering the deed
Haryana registration is appointment-based, and the appointment is booked online.
- Step 1. Get the deed drafted and calculate stamp duty on the higher of the sale price or the collector rate.
- Step 2. Book a deed registration appointment online through the Haryana jamabandi portal and pay stamp duty (and e-stamp) and the registration fee.
- Step 3. Attend on the appointment date with the seller and two witnesses. Photographs and biometrics are captured and the deed is presented before the Sub-Registrar.
- Step 4. The Sub-Registrar registers the deed and returns the registered copy.
Keep the registered deed, the receipt and the registration number safely for the mutation step.
04Applying for mutation (intkaal)
In Haryana the registered deed usually triggers a mutation entry automatically, but you should confirm it rather than assume it.
- The Patwari records the mutation (intkaal) on the basis of the registered deed.
- The Kanungo checks it and the revenue officer (Naib Tehsildar or Tehsildar) sanctions the mutation after any required notice to interested parties.
- Once sanctioned, the updated jamabandi shows you as owner. You can view the mutation and the fresh jamabandi (nakal) on jamabandi.nic.in.
For inheritance, mutation is applied on the death certificate and legal-heir details, and the revenue officer sanctions it after notice to the other heirs.
Download the fresh jamabandi after the mutation is sanctioned and confirm your name, share and the correct khasra or khewat numbers. The record, not the deed alone, is what the next buyer and your bank will rely on.

05Fees, stamp duty and timelines
Two main charges apply at registration, plus a small fee for records and copies.
| Charge | What it is | Notes |
|---|---|---|
| Stamp duty | State tax on the deed | Charged on the higher of sale value or collector rate; rate set by the Haryana government and revised from time to time. [VERIFY current slab and any concession for registration in a woman's name] |
| Registration fee | Fee for registering the deed | A percentage of the value, usually subject to a cap. [VERIFY current percentage and cap] |
| Nakal / record fee | For the jamabandi copy and mutation | A small fixed fee |
Registration is usually done on the appointment day. Mutation takes a few weeks because it needs the Patwari entry, the Kanungo check and the revenue officer's sanction, and longer if there is an objection.
06Common problems and how to fix them
- Mutation not reflected after registration. Follow up at the Tehsil revenue office or raise a request through the Saral Haryana service, quoting your registered deed and registration number.
- Wrong name, share or area in the jamabandi. A clerical error can be corrected by the revenue officer; a disputed entry must go up the revenue hierarchy.
- Objection to your mutation. The revenue officer hears the objection before sanction; a contested mutation is decided as a dispute, not by the Patwari.
- Boundary or possession fight. Demarcation is done by the revenue staff; a real boundary or ownership fight is a civil matter.
Keep every receipt, the registered deed and each jamabandi you download, with dates, as evidence if the matter becomes a formal dispute.
07When it becomes a dispute: where Claw fits
Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.
Most mutations go through quietly, but some do not. A mutation sanctioned without proper notice, a wrong entry in the jamabandi, a boundary that does not match the record, or two people claiming the same plot all move the matter out of the Patwari's register and into a forum. A contested mutation or revenue entry travels up the revenue courts under the Punjab Land Revenue Act 1887 as applied to Haryana (the Assistant Collector, Collector, Commissioner and Financial Commissioner). A question of ownership or title is decided by the civil court, because a revenue officer can correct the record but cannot finally decide who owns the land.
Once your matter reaches a civil court or a revenue court, you can create a FREE Claw account and track it by case number or by party name. Claw spans 9,102 courts, benches and forums and lets you watch the next date, the order sheet and the movement of your case in one place, with judgment search across 30 crore+ judgments (Supreme Court from 1950, High Courts from 1990) and results in under 5 seconds. Claw does not train on your documents. Tracking shows what is on the cause list and order sheet on the forums and date searched; it is information to stay on top of your case, not legal advice, so use it alongside your advocate.

09Frequently asked questions
Is registration the same as mutation in Haryana?
No. Registration at the Sub-Registrar makes the sale legal and pays stamp duty. Mutation (intkaal) is the separate revenue step that updates the jamabandi to show you as owner. You need both; a registered deed alone leaves the old owner on the revenue record.
How do I check land records and mutation status in Haryana?
Use the Haryana jamabandi portal at jamabandi.nic.in to view the jamabandi (nakal), the mutation (intkaal) status and registered-deed details by district, tehsil and village. Download the fresh jamabandi after sanction and confirm your name, share and plot numbers.
How long does mutation take?
Registration is usually completed on the appointment day. Mutation takes a few weeks because it needs the Patwari entry, the Kanungo check and the revenue officer's sanction, and longer if someone objects.
What if my mutation is wrong or sanctioned without notice?
A clerical error can be corrected by the revenue officer. A contested or wrongly sanctioned mutation is challenged up the revenue courts under the Punjab Land Revenue Act 1887 as applied to Haryana. A question of who owns the land is decided by the civil court.
Do I pay stamp duty on the sale price or the collector rate?
On whichever is higher. The collector rate (circle rate) is the minimum value fixed by the government for that area, so if the sale price is below it, stamp duty is charged on the collector rate.
Can I track a property dispute online?
Yes. Once the matter is filed in a civil court or revenue court you can follow it by case number or party name. A free Claw account lets you track the next date and order sheet across courts and tribunals in one place.
