How to Get an Encumbrance Certificate Online in Tamil Nadu

An encumbrance certificate (EC) in Tamil Nadu is the official record of registered transactions on a property, sales, mortgages, gifts, partitions and court attachments, for a period you choose. Buyers ask for a 13 year or 30 year EC before paying, and banks demand it before a loan. Tamil Nadu issues the EC online through TNREGINET, the portal of the Registration Department, so you can search and download it without visiting the Sub Registrar Office. This page walks through the full flow: what the EC shows, how to search by survey number or document number on TNREGINET, the fee, the timeline, the difference between Form 15 and Form 16, the common reasons a search comes back wrong or blank, and what to do when the EC itself reveals a title or boundary dispute. The short answer
  • Where: TNREGINET at tnreginet.gov.in, E-Services, Encumbrance Certificate.
  • Search by: zone, SRO, village and survey number, or by document number and year.
  • Two forms: Form 15 when transactions exist, Form 16 when the search is nil.
  • Older than 1987: apply at the Sub Registrar Office for the manual registers.
  • If a dispute appears: civil court for title, revenue court for patta or survey; Claw can track it.

01What an EC shows and who needs it

An EC lists every transaction on a property that was registered at the Sub Registrar Office during the period you ask for. It shows sales, mortgages, gifts, settlements, releases, partitions and any attachment recorded. It does not show unregistered deals, oral family arrangements or a pending court case that has not been registered as an attachment.

You need it when you buy land or a flat, when you apply for a home or mortgage loan, when you want to confirm the chain of owners, and when you check that there is no live mortgage before paying the seller.

02What you need to search

You do not need to own the property to pull its EC. You do need the right identifiers:

InputWhy it matters
Zone, district and Sub Registrar OfficeThe EC is searched within one SRO jurisdiction
Village or revenue village nameNarrows the search
Survey number and subdivisionThe usual way to search land
Plot or door number, if availableHelps for flats and sites
The period you want (for example 1987 to today)Longer periods cost more and take longer

If you have a specific sale deed, you can also search by document number, year and SRO, which gives a cleaner result than a survey search when the village has many subdivisions.

03Step by step on TNREGINET

The EC is pulled from TNREGINET, the Registration Department portal.

  • 1. Register and log in. Go to tnreginet.gov.in and create a user login, or log in if you already have one.
  • 2. Open E-Services, Encumbrance Certificate, Search and Apply EC.
  • 3. Enter the search. Pick the zone, district and SRO, enter the village and survey number or the document number, and set the period.
  • 4. View and pay. The portal shows the matching entries. Pay the online fee to apply for a signed EC.
  • 5. Download. The digitally signed EC is generated for download, usually with a verification reference.

For a period or an area that is not fully computerised, the portal routes you to apply at the SRO, where the EC is searched from the manual registers.

04Form 15 versus Form 16

Two forms matter here, and people mix them up:

  • Form 15 is issued when the search finds registered transactions in the period. It lists each entry with the deed type, parties and date.
  • Form 16, often called a nil encumbrance certificate, is issued when the search finds no registered transaction in the period for that property.

A Form 16 is not a clean title certificate. It only means nothing was registered for the period and the identifiers you searched. An unregistered claim, a boundary error or a pending suit can still exist, which is why a careful buyer reads the parent documents too.

05Fee, timeline and the older-than-1987 gap

TNREGINET charges an application fee plus a per year search fee, so a 30 year EC costs more than a 13 year one. An online EC for a computerised period is often generated the same day or within a few working days.

Online data commonly starts around 1987. For an earlier period you apply at the Sub Registrar Office, where staff search the handwritten registers, which takes longer. For a full title check on an old property, get the online EC from 1987 and a manual EC for the years before it.

06Common problems with an EC search

Most blank or wrong results come from the search inputs, not the title:

  • Wrong SRO. A property registered in a neighbouring SRO will not show in the one you searched.
  • Survey number changed after a resurvey, so the old number returns nothing.
  • Subdivision not entered, so the search picks up the whole survey number or misses the plot.
  • Transliteration of the village name differs from the register.

If the EC itself shows a mortgage you did not expect, two sale deeds for the same land, or an attachment, that is a title problem, explained next. For the national picture of how the EC fits a title check, see how to download an encumbrance certificate in India.

07If the EC reveals a dispute: the court route

An EC does more than confirm a clean title. Sometimes it exposes a problem: a subsisting mortgage the seller hid, a double sale, a gift or settlement that breaks the chain, or a court attachment. When that happens the question stops being about the portal and becomes a property dispute.

Depending on the issue, the forum differs. A dispute about ownership, a double sale or cancellation of a fraudulent deed is a civil suit before the civil court (a suit for declaration of title, partition or injunction). A dispute about patta, survey subdivision or revenue records runs before the revenue authorities and the revenue courts. A boundary fight often needs both a survey correction and a civil injunction.

Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.

If your EC turns up a title or boundary dispute and it goes to court, you can create a FREE Claw account and track that matter across the forum that hears it. Claw covers 9,102 courts, benches and forums in India, so whether the fight sits before a civil court, a revenue court or the High Court on a writ, there is a real tracking home for the orders and next dates. Judgment search spans 30 crore+ judgments, with Supreme Court decisions from 1950 and High Court decisions from 1990, and results return in under 5 seconds, which helps you or your lawyer see how similar title fights were decided. Claw does not train its AI models on your documents. This is general information and not legal advice, and a property dispute needs a lawyer for the pleadings.

To see what is already filed over a property or a party, you can run a case search across Indian courts by party name, and check the limitation period for filing an appeal if an order has already gone against you.

09Frequently asked questions

Which portal gives an EC in Tamil Nadu?

TNREGINET, the Registration Department portal at tnreginet.gov.in. Log in, open E-Services, Encumbrance Certificate, Search and Apply EC, enter the zone, SRO, village and survey number, pay the fee and download the signed EC.

What is the difference between Form 15 and Form 16?

Form 15 is issued when the search finds registered transactions for the period and lists them. Form 16 is a nil encumbrance certificate, issued when no transaction was registered. Form 16 is not a title certificate.

How far back does the online EC go?

Computerised data commonly starts around 1987. For an earlier period you apply at the Sub Registrar Office, where the EC is searched from the manual registers, which takes longer.

Why did my EC come back blank?

Usually the search inputs, not the title: wrong SRO, an old survey number changed by a resurvey, a missing subdivision, or a different spelling of the village. Recheck the inputs or search by document number.

What if the EC shows a mortgage or a double sale?

That is a title dispute. A double sale or a fraudulent deed is a civil suit; a patta or survey problem goes to the revenue court. Claw can track that matter across the forum that hears it.
