How to Get a Shop and Establishment Licence in Andhra Pradesh

If you run a shop, office, hotel, restaurant, godown or any commercial establishment in Andhra Pradesh, you must register it under the Andhra Pradesh Shops and Establishments Act 1988. The registration is the basic licence that a current account bank, a payment gateway, a GST officer and a landlord often ask to see, and it fixes your working hours, weekly off, leave and employment rules. It is handled by the Labour Department, with online registration through the AP labour and single desk portals. This page walks through the full flow: who must register and when, the documents you need, how to apply and pay online, the fee, the timeline, renewal and display rules, the common reasons it is held up, and the appeal route if registration is refused or an employment dispute follows. A note on the law: the four central labour codes are in force from 21 November 2025, so some shop and establishment provisions move to the occupational safety and wage codes; confirm the current position for your state before you rely on an old rule. Last verified October 2026.

The short answer
  • Where: the AP Labour Department portal at labour.ap.gov.in, linked to the state single desk.
  • Law: AP Shops and Establishments Act 1988; the central labour codes are in force from 21 November 2025, so confirm current rules.
  • When: register the establishment within the period the Act allows, commonly 30 days of starting.
  • Fee: slab based on the number of employees; confirm the current slabs and renewal period on the portal.
  • If refused or disputed: appeal to the labour appellate authority, then the labour court or AP High Court; Claw can track it.

01Who must register and when

The Act covers shops and commercial establishments, which is a wide net: retail and wholesale shops, offices, hotels, restaurants, theatres, godowns and most places where a trade or business is carried on with employees.

  • You register within the period the Act allows after you start the establishment, commonly within 30 days of commencing business.
  • The registration records the name of the establishment, the employer, the category, the address and the number of employees.
  • You update the registration when the number of employees, the address or the nature of business changes.

Even a small shop with a few workers is expected to register, and the certificate is what banks and platforms treat as proof that the business legally exists.

02Documents you need

Keep clear scans ready before you start. The usual set is:

DocumentWhy it is asked
PAN and Aadhaar of the employer / proprietorIdentity of the person registering
Proof of the establishment address (rent deed or property tax)Fixes the jurisdiction and the premises
Photo of the shop front with the name boardEvidence the establishment exists at the address
Details of employees (number, categories)Drives the fee slab and compliance
Partnership deed, incorporation or GST certificate, if applicableProof of the business entity

Have your establishment name, the date you started, and the employee count fixed before you fill the form, because the fee usually depends on the number of employees.

03Step by step: online registration

Andhra Pradesh registers shops and establishments through the Labour Department online, usually linked to the state single desk for business approvals.

  • 1. Open the portal. Go to labour.ap.gov.in, or the AP single desk / Industries portal at apindustries.gov.in, and register as an employer.
  • 2. Pick the service. Choose registration under the Shops and Establishments Act.
  • 3. Fill the form. Enter the establishment name, employer details, address, category and the number of employees.
  • 4. Upload documents and pay. Attach the address proof, shop photo and entity documents, and pay the fee online.
  • 5. Submit and track. Note the application number. The registering officer or Inspector verifies and issues the registration certificate.

Many districts now issue the certificate digitally, so you can download it once it is approved.

04Fee, timeline and renewal

The fee depends on the number of employees, charged in slabs, and is paid online with the application.

A clean application is often approved within a few working days. Registration is valid for the period fixed in the rules and must be renewed before it lapses; some states have moved to longer or one time registration, so confirm the renewal period for AP on the portal. Keep the certificate current, because a lapsed registration can mean a penalty and trouble with your bank or GST.

05Display and record rules

Registration is not the end of it. The Act expects you to:

  • Display the registration certificate at the establishment.
  • Keep records of working hours, weekly off, leave and wages for your employees.
  • Follow the rules on opening and closing hours and on employing women and young persons.

These employment rules are what an Inspector checks, and they are also where the central labour codes change the detail from 21 November 2025, so keep your records in line with the current code position.

06Common reasons it is held up

Most problems are fixable. The usual grounds are:

  • The address proof does not match the premises or is in another name.
  • The shop photo does not clearly show the name board.
  • The employee count or category does not match the fee paid.
  • Entity documents (partnership deed, GST) are missing for the business type.

If it is a documentation issue, correct it and re-submit. If the registering officer refuses on a point you disagree with, or an employment dispute follows, the next section explains the appeal and court route.

07If registration is refused or a dispute follows

A refusal or cancellation of a Shops and Establishments registration can be appealed to the appellate authority named under the Act, usually a senior labour officer, within the time the Act allows. That is the first stop if you believe the registering officer is wrong. Separately, the registration brings employment law with it, and the most common disputes are about an employee: termination, unpaid wages, full and final settlement and bonus. Wage and settlement claims are governed by the Code on Wages 2019, and an industrial dispute such as a wrongful dismissal is decided by the labour court or industrial tribunal under the Industrial Relations Code 2020, both in force from 21 November 2025 (the numbering is new, so confirm against the bare code). Appeals and writs go to the Andhra Pradesh High Court.

Claw covers 9,102 courts, benches and forums in India, so whether it sits before the appellate labour authority, a labour court, an industrial tribunal or the High Court, there is a real tracking home for the orders and next dates. Judgment search spans 30 crore+ judgments, with Supreme Court decisions from 1950 and High Court decisions from 1990, and results return in under 5 seconds, which helps you or your lawyer see how similar disputes were decided. Claw does not train its AI models on your documents. This is general information and not legal advice, and a live dispute needs a lawyer for the arguments.

To see what is already filed in a forum, you can run a case search across Indian courts by party name. For the strict time limit on filing an appeal, see the limitation period for filing an appeal.
