How to Cancel or Revoke a GST Registration

A GST registration can end in two very different ways. You can cancel it yourself, for example when the business closes, turnover falls below the threshold, or the constitution changes, by filing Form GST REG-16 on gst.gov.in. Or the department can cancel it, usually after a show cause notice in Form GST REG-17 for reasons like non-filing of returns or a registration obtained by fraud. If the department cancels your registration and you want it back, you apply to revoke the cancellation in Form GST REG-21. This page explains both paths clearly: how to apply for voluntary cancellation, how to respond when an officer moves to cancel, how to apply for revocation and the time limit for it, and what to do if the cancellation is upheld, up to appeal before the GST Appellate Tribunal. Form numbers are updated from time to time, so confirm the current form on the portal. Last verified October 2026.

01Two ways a registration ends

It helps to be clear which situation you are in, because the forms and the fixes differ.

Officer proposes cancellationOfficerREG-17 (show cause)Reply in REG-18 within the notice window

Common reasons an officer cancels: continuous non-filing of returns, a registration obtained by fraud or misstatement, no business from the declared place, or breach of specific GST provisions.

02Cancel it yourself: REG-16

If you no longer need the registration, cancel it instead of leaving it dormant, because an unfiled, unused GSTIN itself invites officer-initiated cancellation and penalties.

  • Log in to gst.gov.in, go to Services, then Registration, then Application for Cancellation of Registration.
  • File Form GST REG-16: the reason for cancellation (closure, transfer, change of constitution, turnover below threshold, or other), the effective date, and details of stock and capital goods held on that date.
  • Declare and pay any tax on stock and capital goods in hand, as required, and sign with DSC or EVC.

The officer may approve the cancellation in Form GST REG-19. You still have to file a final return (see below).

03When the officer cancels: REG-17

If the department moves to cancel, it first issues a show cause notice in Form GST REG-17. This is your chance to stop the cancellation.

  • Read the notice for the exact ground, for example a number of return periods not filed.
  • Fix the underlying problem first where you can. If the ground is non-filing, file the pending returns with tax, interest and late fee before or along with your reply.
  • Reply in Form GST REG-18 within the window stated in the notice, generally seven working days, explaining the position and attaching proof.

If the ground is non-filing of returns, clearing the returns is usually the single most effective answer. A reply that does not fix the returns rarely stops the cancellation.

undefined

If the officer is satisfied, the proceedings are dropped in Form GST REG-20. If not, the registration is cancelled in Form GST REG-19.

04Final return and dues

Whether you cancelled or the officer did, a cancelled registration has loose ends to close:

  • Final return in Form GSTR-10 within three months of the date of cancellation or the date of the cancellation order, whichever is later. Missing it brings notices and late fees.
  • Reverse or pay tax on the input tax credit in stock and capital goods held on the cancellation date, as the law requires.
  • Clear any pending returns and dues for periods before cancellation.

05Revoke a cancellation: REG-21

If the officer cancelled your registration and you want it restored, you apply for revocation.

  • Go to Services, then Registration, then Application for Revocation of Cancelled Registration, and file Form GST REG-21.
  • File all pending returns with tax, interest and late fee first. Revocation is normally allowed only after the defaults that caused cancellation are cured.
  • Time limit: generally within ninety days of the cancellation order, with the proper officer able to extend it in deserving cases. Confirm the current limit on the portal, as it has been revised.

The officer may revoke the cancellation in Form GST REG-22, or issue a notice in Form GST REG-23 asking why revocation should not be refused, to which you reply in Form GST REG-24.

06If revocation is refused: appeal

If revocation is refused or the cancellation itself is wrong, you can appeal.

  • Appellate Authority. File an appeal in Form GST APL-01, generally within three months of the order, with the required pre-deposit.
  • GST Appellate Tribunal (GSTAT). If the Appellate Authority order goes against you, the next forum is GSTAT, which hears appeals against the Appellate Authority and has a Principal Bench and State Benches. See the GST Appellate Tribunal explained.
  • High Court. A writ petition may be available where there is a clear legal or procedural error, and a further appeal on questions of law lies to the High Court.

07Where Claw fits

Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.

Cancelling or revoking on the portal is paperwork. A contested cancellation is litigation. Once a refusal of revocation or a disputed cancellation goes to the Appellate Authority or the GST Appellate Tribunal, it becomes a matter with hearings, orders and possible further appeal to the High Court. You can create a FREE Claw account to track that matter on the forum that hears it. Claw covers 9,102 courts, benches and forums, including tax and GST appellate forums, so a GST appeal has a real tracking home; its judgment search spans 30 crore+ judgments, with Supreme Court decisions from 1950 and High Court decisions from 1990, so you can see how similar cancellation and revocation disputes were decided. Results return in under 5 seconds, and Claw does not train its AI models on your documents. A business checking a counterparty whose GSTIN was cancelled can also run a litigation check before a leasing or finance deal. This is general information, not legal advice on your registration.

09Frequently asked questions

How do I cancel my own GST registration?

Log in to gst.gov.in, go to Services, Registration, Application for Cancellation of Registration, and file Form GST REG-16 with the reason, effective date and details of stock and capital goods held. Sign with DSC or EVC, and then file the final return in GSTR-10.

The officer cancelled my GST for non-filing. What do I do?

File all the pending returns with tax, interest and late fee, then apply for revocation in Form GST REG-21, generally within ninety days of the cancellation order. Revocation is normally allowed only once the defaults that caused the cancellation are cured.

What is the time limit to revoke a cancellation?

Generally within ninety days of the cancellation order, and the proper officer can extend it in deserving cases. This period has been revised over time, so confirm the current limit on the GST portal before you rely on it.

Do I still have to file a return after cancellation?

Yes. A final return in Form GSTR-10 is due within three months of the date of cancellation or the cancellation order, whichever is later. You must also reverse or pay tax on input tax credit in stock and capital goods held on the cancellation date.

What if revocation is refused?

You can appeal to the Appellate Authority in Form GST APL-01 within the limitation period, and if that fails, to the GST Appellate Tribunal (GSTAT). Where there is a clear legal or procedural error, a writ petition before the High Court may also be possible.

Can a cancelled GSTIN be a red flag for its customers?

Yes. A supplier whose registration is cancelled can disrupt a buyer's input tax credit and may signal wider trouble. Businesses often run a litigation and compliance check on a counterparty before a significant deal.
