How to Apply for and Fix a Ration Card in Tamil Nadu
A ration card in Tamil Nadu is your family record with the Civil Supplies and Consumer Protection Department and your key to subsidised rice, sugar, kerosene and other commodities at the Fair Price Shop. Tamil Nadu moved to a smart ration card run through the TNPDS portal, so a new card, a correction, adding a newborn, removing a member who has moved or died, and an address change are all done online at tnpds.gov.in. This page walks through the full flow: the card types in Tamil Nadu, creating the TNPDS request, the documents you upload, the fee, the timeline, how to track and download the smart card, the common reasons a card is held up, and what to do if your card or your entitlement is wrongly denied. Last verified October 2026.
- Where: TNPDS smart card portal at tnpds.gov.in, or the TNPDS app.
- Issued by: the Taluk Supply Officer, Civil Supplies and Consumer Protection Department.
- Papers: Aadhaar of every member, address proof, family head photo, mobile number.
- Fee: normally no fee for a new card or corrections; confirm on the portal.
- If denied: TNPDS grievance first, then the District Consumer Commission or a writ to the Madras High Court; Claw can track it.
01Card types and who needs one
Tamil Nadu issues a few smart card categories. The exact names on the portal can change, but the common ones are:
- Rice card, which draws rice and the full set of PDS commodities from the Fair Price Shop.
- Sugar card, for families who opt out of rice but want sugar and other items.
- No commodity card, an identity and address record for families who do not draw rations.
- Khaki card, issued to police personnel.
One card covers one family at one address. You need your own card when you set up a separate household, marry and move, or when a young adult splits from the parent card.
02Documents you need
Keep clear scans or photos ready before you start. The usual set is:
| Document | Why it is asked |
|---|---|
| Aadhaar of every family member | Identity and seeding each member to the card |
| Address proof (EB electricity bill, rent deed, property tax receipt) | To fix your Fair Price Shop and taluk |
| Family head photo | Printed on the smart card |
| Mobile number | All status updates come by SMS and on the portal |
| Surrender or deletion proof, if moving a member in | To show the member is not drawing rations elsewhere |
Use the exact name spelling that appears on Aadhaar across every field. A mismatch between the card name and Aadhaar is the single most common cause of a stuck application.
03Step by step on TNPDS
The whole process runs on the TNPDS portal. There is also a TNPDS mobile app that mirrors it.
- 1. Open the portal. Go to tnpds.gov.in and choose Smart Card Application Services.
- 2. Register your mobile. Enter your mobile number and verify the OTP. Your login and all alerts are tied to this number.
- 3. Fill the new card form. Enter the family head details, every member with their Aadhaar, your full address and the card type you want.
- 4. Upload documents. Attach Aadhaar, the address proof and the head photo in the sizes the form asks for.
- 5. Submit and note the reference number. You get an acknowledgement number by SMS. The request goes to the Taluk Supply Office for verification.
After verification the smart card is approved and either printed for collection or made available to download from the portal.
04Fix a card: add, remove, change
Most people come to TNPDS not for a new card but to correct one. The portal has a separate request for each change:
- Add a member (a newborn or a new daughter-in-law): use Add Member, upload the Aadhaar and, for someone moving in, the deletion proof from their old card.
- Remove a member (death, marriage out, moved away): use Remove Member with the supporting proof.
- Change address or Fair Price Shop: use the address change request with the new address proof.
- Change the family head: used after the head dies or moves out.
Each request gets its own reference number and its own SMS trail. Do one change at a time so a rejection on one does not hold up the rest.
05Fee, timeline and tracking
There is normally no fee for a new smart card or for most corrections through TNPDS.
Timelines depend on the taluk verification load. A clean application is often processed within a few weeks, and you can see each stage on the portal. Track it by opening Smart Card Application Status and entering your reference number, or wait for the SMS alerts. When it shows approved, download the card or collect the printed copy from the office named in the message.
06Common reasons it is held up
Most problems are fixable. The usual grounds are:
- Name or date of birth does not match Aadhaar.
- A member you are adding is still active on another card, so the deletion proof is missing.
- Weak address proof, or an address outside the taluk you applied in.
- Aadhaar seeding failed for one member.
If it is a documentation issue, correct it and re-submit. If you believe your card or your ration entitlement is being denied wrongly, the next section explains the grievance and court route.
07If entitlement is denied: grievance and the court route
Subsidised food under the National Food Security Act is a legal entitlement, not a favour. If your card is cancelled without notice, your name is dropped, or the Fair Price Shop refuses your quota, start with the grievance channel: the TNPDS grievance option on the portal, the toll free consumer and PDS helpline, and a written complaint to the Taluk Supply Officer and the Assistant Commissioner. Keep the acknowledgement for every complaint.
If the grievance fails, two routes open up. A refusal or short supply by the Fair Price Shop is a deficiency in service that you can take to the District Consumer Commission under the Consumer Protection Act 2019, which hears claims up to Rs 50 lakh at the district level. A wrong cancellation of your card or a denial of your statutory entitlement can be challenged by a writ petition before the Madras High Court.

If your ration problem becomes a consumer case or a writ, you can create a FREE Claw account and track that matter across the forum that hears it. Claw covers 9,102 courts, benches and forums in India, so whether it sits before a District Consumer Commission or the High Court, there is a real tracking home for the orders and next dates. Judgment search spans 30 crore+ judgments, with Supreme Court decisions from 1950 and High Court decisions from 1990, and results return in under 5 seconds, which helps you or your lawyer see how similar denials were decided. Claw does not train its AI models on your documents. This is general information and not legal advice, and a tracked case still needs a lawyer for the arguments.
To see what is already filed, you can run a case search across Indian courts by party name, or read how to file a consumer complaint and track it.
