How to Apply for and Fix a Ration Card in Madhya Pradesh
In Madhya Pradesh a ration card is not issued on its own. Your family must first exist in the Samagra database with a Samagra family ID and a member ID for each person, and the household must fall in one of the eligible categories the state notifies under the National Food Security Act (NFSA). Once the local body or panchayat verifies that category and Aadhaar e-KYC is done, the member is added to the Public Distribution System and can draw grain from the assigned Fair Price Shop. This page explains how to register your family on Samagra, how the ration card and members are added, how to fix the common problems (member not showing, e-KYC failed, name or Aadhaar mismatch, shop refusing grain, wrong category), and what to do if a genuine entitlement is denied. Last verified October 2026.
- Base record: your family must be in Samagra with a family ID and member IDs before a ration card can issue.
- Two card types: Antyodaya (AAY) for the poorest, Priority Household (PHH) for other eligible NFSA families.
- e-KYC is critical: Aadhaar e-KYC for every member keeps the entitlement live; most failures are a name or date of birth mismatch.
- Portability: under One Nation One Ration Card you can draw ration from any Fair Price Shop in the state or country.
- If denied: portal grievance and CM Helpline, then District Grievance Redressal Officer, then the State Food Commission, then a High Court writ.
01How the MP ration system works
Madhya Pradesh runs its ration system through the Samagra Samajik Suraksha Mission database. Every family has a Samagra family ID (an 8 digit number) and every person a Samagra member ID (a 9 digit number). Ration eligibility is granted category by category: the state notifies categories of households (such as Antyodaya families, landless labourers, registered construction workers and other weaker sections) that qualify under NFSA.
Under NFSA there are two broad entitlement types:
| Card type | Who it is for | What it gives |
|---|---|---|
| Antyodaya Anna Yojana (AAY) | The poorest households | A fixed quantity of foodgrain per family each month at subsidised rates |
| Priority Household (PHH) | Other eligible NFSA households | Foodgrain per member each month at subsidised rates |
So the real question in MP is not only "how do I get a card" but "is my family in Samagra, in an eligible category, with e-KYC done". Fix those three and the card follows.
02Apply for a new card (step by step)
The usual route is through the Samagra portal and the food department portal, or with help at a Gram Panchayat, ward office or a common service centre. Broad steps:
- 1. Get your family into Samagra. If your family is not yet registered, register it on the Samagra portal to get a family ID, then add each member to get member IDs.
- 2. Complete Aadhaar e-KYC. Seed every member Aadhaar with the Samagra record. e-KYC is what keeps the entitlement live, so do it for all members.
- 3. Apply for the eligibility category. Through the food and civil supplies portal, apply to be placed in the correct NFSA category. The local body or panchayat verifies this.
- 4. Verification and generation. After the local verification is approved, the family is added to the PDS list and a Fair Price Shop is assigned. You can then download or view the card and start drawing ration.
Keep your Samagra family ID, every member ID and the Aadhaar of each member handy before you start. Most MP ration problems trace back to a member who is not in Samagra or whose e-KYC is pending.

03Fix, update or add a member
Most people searching this are not applying fresh, they are fixing a card. The common corrections and where they are done:
| What you want to fix | How it is done |
|---|---|
| Add a newborn or new member | Add the member in Samagra, do Aadhaar e-KYC, then link to the ration record |
| Remove a member (death, marriage, shifted out) | Update Samagra and apply to delete the member from the card |
| Correct name, age or Aadhaar mismatch | Correct the Samagra record first, then the ration record will match |
| Change Fair Price Shop | Apply to port the card to another shop on the food department portal |
| Surrender a card | Apply to surrender if the family is no longer eligible or has duplicate cards |
A correction almost always starts in Samagra, because the ration record reads from it. If the Samagra entry is wrong, fixing only the ration side will not hold.
04Common problems and how to clear them
- Member added in Samagra but not on the ration card. The eligibility or linkage step is pending. Check the application status and raise it with the local supply office.
- e-KYC failed. Usually an Aadhaar demographic mismatch (name, date of birth, gender). Fix the mismatch at an Aadhaar centre or in Samagra, then retry e-KYC.
- Shop says "no ration this month". Ask for the reason on the ePOS machine: e-KYC pending, Aadhaar not seeded, or stock issue. A dealer cannot refuse a valid entitlement, and you can use portability (One Nation One Ration Card) to draw from another shop.
- Name spelt wrong or wrong category. File a correction as above; a wrong category (PHH shown where AAY is due, or the reverse) is corrected through the eligibility update.
- Card blocked or deleted in a de-duplication drive. If you are genuinely eligible and the card was removed by mistake, this is where the grievance route below matters.
05If your entitlement is wrongly denied
A ration entitlement under NFSA is a legal right, not a favour, and the Act gives you a clear escalation ladder:
- First, the portal grievance and the CM Helpline (181). Lodge a written complaint with the application or card number and keep the complaint ID.
- District Supply Officer or Collector. The district food and supply office handles dealer refusal, wrong deletion and category errors.
- District Grievance Redressal Officer (DGRO). NFSA requires a DGRO in each district to decide food entitlement complaints.
- State Food Commission. NFSA requires a State Food Commission that hears appeals against the DGRO and can direct relief.
If the statutory route stalls or your right is plainly being denied, the final remedy is a writ petition in the Madhya Pradesh High Court under Article 226, asking the court to direct the authorities to grant the entitlement.
06If it becomes a legal dispute
Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.
Most ration problems are solved at the portal or the supply office. But when a genuine entitlement is denied and you have to move the State Food Commission or file a writ in the Madhya Pradesh High Court, there is a case number and a forum, and that is where Claw helps. You can create a FREE Claw account and track the matter across the court or tribunal that hears it, with hearing dates and order updates in one place. Claw covers 9,102 courts, benches and forums, so a writ petition or any later litigation has a real tracking home. You can also search 30 crore+ judgments (Supreme Court decisions from 1950 and High Court decisions from 1990) to see how courts have treated wrongful denial of food entitlement, with results in under 5 seconds, and Claw does not train its AI models on your documents. This is general legal information and case tracking, not legal advice on your specific case, and a case search that shows nothing only means nothing was found on the forums and date searched.
To see how similar entitlement disputes were decided, run a case search across Indian courts by subject or party name. If a dealer or private party cheats you on weight or quality, that can also be a consumer or unfair trade practice matter.

08Frequently asked questions
Do I need a Samagra ID to get a ration card in MP?
Yes. In Madhya Pradesh ration entitlement reads from the Samagra database. Your family needs a Samagra family ID and every person a member ID, and each member needs Aadhaar e-KYC, before the ration card and members are added to the Public Distribution System.
How do I add a new baby or a new member to the card?
Add the person as a member in Samagra, complete Aadhaar e-KYC (for an infant, follow the child Aadhaar rules), then apply to link the member to the ration record. The ration side reads from Samagra, so always fix Samagra first.
The shop says there is no ration for me this month. What do I do?
Ask for the exact reason shown on the ePOS machine. It is usually e-KYC pending, Aadhaar not seeded, or a stock issue. A dealer cannot refuse a valid entitlement. You can also use portability to draw from another Fair Price Shop, and lodge a grievance with the card number.
My card was deleted but I am still eligible. How do I get it back?
Lodge a portal grievance and complain to the District Supply Officer with your old card and Samagra details. If it is not restored, escalate to the District Grievance Redressal Officer and the State Food Commission under the National Food Security Act, and in a clear case file a writ in the Madhya Pradesh High Court.
Is there a fee to apply for a ration card in MP?
Applying for an NFSA ration entitlement is meant to be free or near free; a common service centre may charge a small service fee. Confirm the current fee on the official food department portal before you pay anything.
Can I draw ration in another district or state?
Yes. Under One Nation One Ration Card an MP card holder can draw the entitlement from any linked Fair Price Shop in Madhya Pradesh or in other states, as long as Aadhaar e-KYC is done and the biometric authentication works at the shop.
