How to Apply for and Fix a Ration Card in Bihar
A ration card in Bihar is your entitlement to subsidised food grain under the National Food Security Act 2013, and it also works as a widely accepted proof of address and family details. The state runs this through the Food and Consumer Protection Department, with the Electronic Public Distribution System (EPDS Bihar) portal at epds.bihar.gov.in and the state RTPS/ServicePlus portal at serviceonline.bihar.gov.in used for applications, corrections and status. You can apply for a new card, add a newborn or a spouse, remove a member who has moved or died, or correct a name, age or address, all through these channels. This page explains who is eligible, the documents you need, how to apply and track in Bihar, how to fix the common problems (member not added, name wrong, card not delivered, card wrongly cancelled), and what to do when a genuine entitlement is denied, up to a grievance and the legal route. Bihar moves these services between portals from time to time, so confirm the current link before you start. Last verified October 2026.

01Who is eligible and the types of card
Entitlement under the NFSA in Bihar is mainly of two kinds:
| Card type | For whom | Entitlement |
|---|---|---|
| Antyodaya Anna Yojana (AAY) | The poorest households | A fixed, higher quantity of grain per household |
| Priority Household (PHH) | Other eligible households under the NFSA | A per-person quantity of grain each month |
Eligibility follows the state's NFSA criteria and exclusion rules. A household that is clearly well-off (for example, with a government job above a threshold, large landholding or a four-wheeler, as per the state norms) is generally excluded.
02Documents you need
- Aadhaar of all family members (seeding Aadhaar is central to the card today).
- Proof of residence in Bihar (electricity bill, voter ID, or other accepted proof).
- A passport-size photograph of the head of the household.
- Bank account details of the head of the household.
- A declaration that the family does not already hold a ration card elsewhere, and income or exclusion details as asked.
03Apply for a new ration card
Bihar handles new applications through the RTPS/ServicePlus flow linked to the Food and Consumer Protection Department.
- Go to the Bihar RTPS/ServicePlus portal at serviceonline.bihar.gov.in (or the EPDS Bihar portal) and find the new ration card service.
- Register, fill the application with the head of household and all member details, and seed each member's Aadhaar.
- Upload the documents and submit. Note the application or RTPS reference number.
- The application is verified by the local officer (often the block or circle level). Track the status on the portal with your reference number.
Bihar has used more than one portal for ration cards (EPDS, RTPS/ServicePlus and others). Check epds.bihar.gov.in and serviceonline.bihar.gov.in for the current new-card route.

04Add, remove or correct a member
Most people come to these portals not for a new card but to fix an existing one:
- Add a member (a newborn, a spouse after marriage). You need the member's Aadhaar, and a birth or marriage certificate as proof.
- Remove a member (death or migration). You need a death certificate, or proof the member has moved and is on another card.
- Correct details (name spelling, age, address, head of household). Attach the proof that supports the correction.
Use the modification or correction service on the same portal, attach the proof, and track with the reference number.
05Fixing common problems
The usual complaints and the first fix:
- Card not delivered or status stuck. Track with the RTPS reference; if it is past the notified time, raise a grievance (see below) quoting the reference.
- Aadhaar not seeded, grain denied at the shop. Seed Aadhaar through the correction service; e-KYC at the fair price shop may be needed.
- Card wrongly cancelled or marked bogus. Ask the office for the reason in writing, file the correction or restoration request with proof, and escalate if the card was cancelled without a fair chance to respond.
- Dealer refuses the entitlement or gives short measure. This is a distribution complaint against the fair price shop, which the grievance system is meant to handle.
06When entitlement is denied: grievance and law
Food entitlement is a legal right under the NFSA, so a wrongful denial has real remedies:
- Grievance redressal officer and toll-free helpline. The NFSA requires a grievance system at the district and state level. File your complaint there first, quoting the reference number, and keep the acknowledgement.
- Under the Right to Public Services Act, a service that is not delivered within the notified time can be escalated to the appellate authority named in the Act.
- Consumer and writ route. Persistent denial of a legal entitlement, or a card cancelled without a fair hearing, can be taken to the consumer commission (for deficiency in a service) or to the High Court by a writ petition against the authority. These are the forums where an administrative wrong becomes a case.
07Where Claw fits
Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.
Applying for and fixing a ration card is a portal and grievance task. When a genuine entitlement is denied and the only way left is a consumer complaint or a writ petition in the High Court, it becomes a matter with hearings and orders to follow. You can create a FREE Claw account to track that matter on the forum that hears it, whether it is the consumer commission or the High Court. Claw covers 9,102 courts, benches and forums, including consumer commissions and High Courts across the country, so there is a real tracking home; its judgment search spans 30 crore+ judgments, with Supreme Court decisions from 1950 and High Court decisions from 1990, so you can read how similar entitlement and public-distribution disputes were decided. You can also run a case search across Indian courts to see related matters. Results return in under 5 seconds, and Claw does not train its AI models on your documents. This is general information, not legal advice on your ration card.

09Frequently asked questions
How do I apply for a new ration card in Bihar?
Apply through the Bihar RTPS/ServicePlus portal at serviceonline.bihar.gov.in or the EPDS Bihar portal. Register, fill the head-of-household and member details, seed each member's Aadhaar, upload residence proof and a photograph, and submit. Track the status with your RTPS reference number.
How do I add my newborn or spouse to the card?
Use the modification or correction service on the same portal. For a newborn you need the birth certificate and Aadhaar, and for a spouse you need the marriage certificate and Aadhaar. Attach the proof and track the request by reference number.
My ration card was cancelled or marked bogus. What do I do?
Ask the office for the reason in writing, then file a correction or restoration request with proof. If the card was cancelled without a fair chance to respond, raise a grievance, and if that fails, the matter can go to the consumer commission or the High Court by writ.
The dealer is refusing my grain. Where do I complain?
This is a distribution complaint against the fair price shop. Use the NFSA grievance redressal officer and the toll-free helpline for your district, quoting your card and the dates, and keep the acknowledgement. Persistent denial can be escalated further.
Is Aadhaar compulsory for a Bihar ration card?
Aadhaar seeding of family members is central to the card today and is usually needed to draw the entitlement at the fair price shop, often with e-KYC. If a member's grain is blocked, seed the Aadhaar through the correction service.
Can I go to court if my entitlement is wrongly denied?
Food entitlement is a legal right under the NFSA. After the grievance and Right to Public Services routes, a persistent wrongful denial, or a card cancelled without a fair hearing, can be taken to the consumer commission for deficiency in service or to the High Court by a writ petition.
