How to Apply for and Fix a Ration Card in Andhra Pradesh
A ration card, now issued as a rice card in Andhra Pradesh, is your family record with the Civil Supplies Department and your key to subsidised rice and other commodities at the Fair Price Shop. A new card, adding a newborn, removing a member who has moved or died, an address change and splitting from a parent card are all handled through the Grama Ward Sachivalayam system, with the Civil Supplies and ePDS portals for status and transactions. This page walks through the full flow: who is eligible and the card types, the documents you need, how to apply through the Sachivalayam, how to fix a card, the fee and timeline, how to track it, the common reasons a card is held up, and what to do if your card or your entitlement is wrongly denied. Last verified October 2026.
- Where: your Grama or Ward Sachivalayam and the AP Seva portal (vswsonline.ap.gov.in).
- Issued by: the Tahsildar, Civil Supplies, after Secretariat verification.
- Papers: Aadhaar of every member, address proof, family head photo, mobile number.
- Fee: normally no fee for a new card or corrections; confirm at the Sachivalayam.
- If denied: grievance first, then the District Consumer Commission or a writ to the AP High Court; Claw can track it.
01Eligibility and card types
The rice card in Andhra Pradesh is issued to eligible families, with eligibility tested against income, landholding and other welfare criteria fixed by the state. The common categories are:
- Rice card (priority household), which draws subsidised rice and other PDS commodities under the National Food Security Act.
- Antyodaya (AAY), for the poorest households, with a higher entitlement.
- Annapurna and other special categories where they apply.
One card covers one family at one address. You need your own card when you set up a separate household, marry and move, or when a young adult splits from the parent card.
02Documents you need
Keep clear scans or photos ready before you start. The usual set is:
| Document | Why it is asked |
|---|---|
| Aadhaar of every family member | Identity and seeding each member to the card |
| Address proof (electricity bill, rent deed, property tax) | To fix your Fair Price Shop and mandal |
| Family head photo | Printed on the card record |
| Mobile number | All status updates come by SMS and on the portal |
| Deletion proof, if moving a member in | To show the member is not drawing rations elsewhere |
Use the exact name spelling from Aadhaar across every field. A mismatch between the card name and Aadhaar is the single most common cause of a stuck application.
03Step by step at the Sachivalayam
Andhra Pradesh routes rice card applications through the Grama or Ward Sachivalayam, with online services on the AP Seva portal.
- 1. Visit the Sachivalayam. Go to your Grama or Ward Sachivalayam, or apply online on the AP Seva portal.
- 2. Pick the service. Choose the new rice card application under Civil Supplies.
- 3. Fill the form. Enter the family head, every member with Aadhaar, your full address and the category claimed.
- 4. Upload documents. Attach Aadhaar of each member, the address proof and the head photo.
- 5. Submit and note the reference. The Village or Ward Secretariat staff verify the application in the field, and the Tahsildar approves it.
Once approved, the card is active for transactions at your Fair Price Shop and you can check the status and your entitlement on the Civil Supplies and ePDS portals.
04Fix a card: add, remove, change
Most people come not for a new card but to correct one. There is a separate request for each change:
- Add a member (a newborn or a new daughter-in-law): upload the Aadhaar and, for someone moving in, the deletion proof from their old card.
- Remove a member (death, marriage out, moved away): file the removal with the supporting proof.
- Change address or Fair Price Shop: use the address change request with the new address proof.
- Change the family head: used after the head dies or moves out.
Do one change at a time so a problem with one does not hold up the rest, and keep the reference number for each request.
05Fee, timeline and tracking
There is normally no fee for a new rice card or for most corrections through the Sachivalayam.
Timelines depend on the Secretariat verification and the eligibility test. A clean application is often processed within a few weeks, and you can see the stage on the AP Seva portal with your reference number or by the SMS alerts. When it is approved, the card is active at your Fair Price Shop.
06Common reasons it is held up
Most problems are fixable. The usual grounds are:
- Name or date of birth does not match Aadhaar.
- A member you are adding is still active on another card, so the deletion proof is missing.
- The family fails an eligibility test on income, land or a government job.
- Weak address proof, or an address outside the mandal you applied in.
If it is a documentation issue, correct it and re-submit. If you believe your card or your ration entitlement is being denied wrongly, the next section explains the grievance and court route.
07If entitlement is denied: grievance and the court route
Subsidised food under the National Food Security Act is a legal entitlement, not a favour. If your card is cancelled without notice, your name is dropped, or the Fair Price Shop refuses your quota, start with the grievance channel: the Sachivalayam and the Civil Supplies grievance option, the toll free consumer and PDS helpline, and a written complaint to the Tahsildar and the District Supply Officer. Keep the acknowledgement for every complaint.
If the grievance fails, two routes open up. A refusal or short supply by the Fair Price Shop is a deficiency in service that you can take to the District Consumer Commission under the Consumer Protection Act 2019, which hears claims up to Rs 50 lakh at the district level. A wrong cancellation of your card or a denial of your statutory entitlement can be challenged by a writ petition before the Andhra Pradesh High Court at Amaravati.
Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.
If your ration problem becomes a consumer case or a writ, you can create a FREE Claw account and track that matter across the forum that hears it. Claw covers 9,102 courts, benches and forums in India, so whether it sits before a District Consumer Commission or the High Court, there is a real tracking home for the orders and next dates. Judgment search spans 30 crore+ judgments, with Supreme Court decisions from 1950 and High Court decisions from 1990, and results return in under 5 seconds, which helps you or your lawyer see how similar denials were decided. Claw does not train its AI models on your documents. This is general information and not legal advice, and a tracked case still needs a lawyer for the arguments.
To see what is already filed, you can run a case search across Indian courts by party name, or read how to file a consumer complaint. For another state, see the Tamil Nadu ration card guide.
