How to Apply for a Caste Certificate Online in Uttar Pradesh

A caste certificate (Jati Praman Patra) in Uttar Pradesh certifies that you belong to a Scheduled Caste, Scheduled Tribe or Other Backward Class as notified for the state. It is the document that unlocks reservation in admissions and jobs, fee concessions and many welfare schemes. In UP you apply online through the state e-District portal and log in on its e-Sathi citizen counter at esathi.up.gov.in. This page explains the full flow: the papers that prove your caste, how to fill the e-Sathi form, the fee, how the Lekhpal verifies the claim, how SC, ST and OBC differ, the non-creamy-layer point for OBC, and what happens if the caste claim is later scrutinised or challenged before a scrutiny committee or the High Court. Last verified October 2026.

The short answer
  • Where: UP e-District portal, citizen login e-Sathi at esathi.up.gov.in.
  • Key proof: caste certificate or record of the father or a close blood relative.
  • Categories: SC, ST and OBC on the same portal; the caste must match a notified entry.
  • OBC extra: central benefits usually need an OBC non-creamy-layer certificate too.
  • If challenged: a caste scrutiny committee decides validity; appeal is by writ to the High Court; Claw can track it.

01What the certificate is and who needs it

A caste certificate records that you belong to a community notified as SC, ST or OBC. In Uttar Pradesh it is issued by the Revenue Department and signed by the Tehsildar or SDM. The caste must appear in the relevant notified list for the state, and for OBC the central and state lists can differ.

You will need it for:

  • Reservation in college and university admissions.
  • Reservation and fee relaxation in government jobs and exams.
  • Scholarships and welfare schemes meant for a category.

The certificate names the caste, the category (SC, ST or OBC) and the notification it relies on, and carries a certificate number the receiving office can verify.

02Documents that prove caste

The caste claim is usually traced through your father or your family, so a relative document is central. Keep these ready:

DocumentWhy it is asked
Aadhaar of the applicantIdentity and address
Caste proof of father or a close blood relativeA caste certificate or old record of the father is the strongest proof
Self declaration of casteYour statement on the prescribed format
Ration card or residence proofTo show you are a resident of UP
Passport size photoAttached to the application

If no family caste certificate exists, the Lekhpal verification and village records become important, so a field check may take longer. The caste name must match a notified entry exactly, because a spelling that is not on the list is a frequent cause of rejection.

03Step by step on e-Sathi

Caste certificates use the same UP e-District portal as other revenue certificates.

  • 1. Register. At esathi.up.gov.in, open "New User Registration", create a login ID, fill your details and verify the OTP.
  • 2. Pick the service. Log in and choose the caste certificate (Jati Praman Patra) service, selecting SC, ST or OBC.
  • 3. Fill the form. Enter your name, father name, caste exactly as notified, and address, all matching Aadhaar.
  • 4. Upload documents. Attach the father or relative caste proof, self declaration, residence proof and photo.
  • 5. Pay and submit. Pay the small portal fee and submit, then note the application number.

The claim goes to the Lekhpal for verification and then to the Tehsildar or SDM for signature.

04Fee, timeline and the OBC non-creamy-layer point

The online portal fee is a small fixed amount paid through the e-Sathi gateway; a CSC may add its own charge.

For OBC applicants there is a separate and important point. Reservation benefits for OBC, especially for central government jobs and central institutions, require that you are in the non-creamy-layer, which is an income and status test applied for a recent period. A plain caste certificate may not be enough; you may also need an OBC non-creamy-layer certificate that states your family income is within the current limit. Check which exact certificate the receiving office wants before you apply.

Timelines follow the Lekhpal verification. SC and ST claims with a clear family record are usually faster; a fresh OBC or disputed claim can take longer.

05Track, download and verify

Log in to e-Sathi, open your application with its number, and download the signed PDF once the status shows issued.

  • The certificate number can be verified by the receiving office on the e-District portal.
  • Keep the PDF and a printout; both are accepted in most offices.
  • If verification stalls, visit the Tehsil with your application number.

06Common reasons it is rejected

Caste certificate rejections usually come down to proof and spelling:

  • No caste proof of the father or a close blood relative.
  • Caste name not matching a notified SC, ST or OBC entry for UP.
  • Name or address not matching Aadhaar.
  • For OBC, confusion between the plain caste certificate and the non-creamy-layer certificate.

A documentation rejection is fixed by correcting the papers and re-applying. A dispute about whether you genuinely belong to the caste is a different and more serious matter, covered next.

07If the caste claim is scrutinised or challenged

A caste certificate can be questioned later, for example when you use it for a reserved seat or job and someone disputes the claim, or when the administration refers it for scrutiny. In that situation the genuineness of the caste is examined by a caste scrutiny committee set up for the purpose, and its decision can be challenged by a writ petition in the Allahabad High Court or its Lucknow Bench. A wrongly cancelled certificate, or a wrongly upheld objection, is a legal fight, not a form problem.

Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.

If your caste claim goes to a scrutiny committee or to the High Court, you can create a FREE Claw account and track that case across the forum that hears it. Claw covers 9,102 courts, benches and forums in India, so a writ petition in the High Court or a connected proceeding has a real tracking home for orders and next dates. Judgment search spans 30 crore+ judgments, with Supreme Court decisions from 1950 and High Court decisions from 1990, and results return in under 5 seconds, which helps you or your lawyer read how similar caste-validity matters were decided. Claw does not train its AI models on your documents. This is general information and not legal advice, and a caste-validity case needs a lawyer for the arguments.

To see what is already filed in a forum, you can run a case search across Indian courts by party name.

09Frequently asked questions

Which portal is used for a caste certificate in UP?

The UP e-District portal. Citizens apply through the e-Sathi citizen login at esathi.up.gov.in. Select SC, ST or OBC when you choose the service.

What is the most important document?

Proof of caste for your father or a close blood relative, such as his caste certificate or an old record. The caste name must match a notified SC, ST or OBC entry for Uttar Pradesh exactly.

Is a caste certificate enough for OBC reservation in central jobs?

Often not by itself. Central OBC benefits usually also require an OBC non-creamy-layer certificate showing your family income is within the current limit for a recent period. Check what the receiving office asks for.

What happens if someone challenges my caste certificate?

The genuineness of the caste can be examined by a caste scrutiny committee, and its decision can be challenged by a writ petition in the Allahabad High Court or its Lucknow Bench. This is a legal matter, not a portal correction.

How long does it take?

It depends on the Lekhpal verification. A claim with a clear family caste record is usually faster; a fresh or disputed claim takes longer because the field check is deeper.

Can Claw help once it becomes a court matter?

Yes. If your caste claim goes to a scrutiny committee or the High Court, you can create a free Claw account and track that case across the forum that hears it, and search how similar caste-validity matters were decided. It is a tracking and research tool, not legal advice.
