How to Apply for a Caste Certificate Online in Telangana
A caste certificate in Telangana is official proof that you belong to a Scheduled Caste, Scheduled Tribe, Backward Class or other recognised category. It unlocks reservation in education and government jobs, scholarships, fee reimbursement and many welfare schemes. In Telangana the certificate is issued by the Tahsildar of your mandal, and you apply through MeeSeva, either online or at a MeeSeva centre. This page explains who needs it, the documents the officer looks for including proof of the caste of your parents and ancestors, the fee, the verification, how to download the signed certificate, and the separate and important question of what happens when a caste claim or a certificate is challenged before a scrutiny committee or the High Court. Last verified October 2026.
- Where: Telangana MeeSeva, online at ts.meeseva.telangana.gov.in or at a MeeSeva centre.
- Signed by: the Tahsildar (MRO), after caste verification.
- Papers: Aadhaar, proof of a parent or relative caste, school record, self declaration.
- Fee: a small MeeSeva fee, commonly around Rs 35; centre may add a charge.
- If challenged: scrutiny committee and then the Telangana High Court; Claw can track it.
01What the certificate is and who needs it
A caste certificate records that you belong to a notified SC, ST, BC or OBC category under the lists that apply in Telangana. It is the document a college, an employer or a scheme office relies on to give you a reserved seat, a fee concession or a welfare benefit.
You will be asked for it for:
- Reserved seats in education and government jobs.
- Scholarships and fee reimbursement such as TS ePASS.
- Welfare schemes and subsidies tied to category.
- Promotions and recruitment where reservation applies.
The certificate names the category and the specific caste, carries a certificate number and date, and a MeeSeva application number for online verification. For OBC and central jobs, a non creamy layer certificate may also be required.
02Documents you need
Caste proof relies heavily on family records, so gather these:
| Document | Why it is asked |
|---|---|
| Aadhaar of the applicant | Identity |
| Proof of caste of father or a blood relative | Parent caste certificate, old school record or revenue record showing caste |
| School certificate (bonafide / TC) | Often records the caste as entered at admission |
| Ration card or address proof | Residence and family link |
| Self declaration / affidavit | Your statement of caste and residence |
The strongest evidence is an older document, such as a caste certificate of a parent or a school record from years back, because it shows the caste was declared long before any benefit was at stake. Keep the name spellings consistent across all of them.
03Step by step on MeeSeva
You can apply online or hand the papers to a MeeSeva centre operator.
- 1. Open MeeSeva. Go to ts.meeseva.telangana.gov.in and sign in as a citizen, or visit a MeeSeva centre.
- 2. Pick the service. Choose the Revenue Department caste certificate service for the right category (SC, ST, BC/OBC).
- 3. Fill the form. Enter your details, the caste and category claimed, and your parents details. Match everything to your Aadhaar and school record.
- 4. Upload documents. Attach the parent caste proof, school record, address proof and the self declaration.
- 5. Pay and submit. Pay the fee and submit. Note the MeeSeva application number.
After submission, the Village Revenue Officer and mandal staff verify the caste claim, sometimes with a local enquiry, before the Tahsildar signs the certificate.
04Fee, timeline and validity
MeeSeva charges a small fixed fee, commonly around Rs 35, paid online or at the centre. A centre may add a service charge.
The certificate is usually delivered within a set number of working days once verification is done, often quoted as around one to two weeks, longer if a local enquiry is needed. An SC or ST caste certificate is generally treated as permanent, while a BC/OBC non creamy layer certificate is tied to an income period and has to be renewed. Check the rule for the category you are claiming.
05Track, download and verify
Use the MeeSeva application number to track the status and download the signed certificate.
- Track on the MeeSeva portal with the application number.
- Download the signed PDF when issued; the receiving office can verify the certificate number online.
- If it stalls at verification, visit the mandal revenue office or the MeeSeva centre.
06Common reasons it is rejected
Most rejections come down to weak caste proof:
- No older document showing the caste of a parent or blood relative.
- Caste entry in the school record differs from the category claimed.
- Name or parentage mismatch across documents.
- Residence falls outside the mandal, or the caste is not in the Telangana list for that category.
If it is a documentation gap, add the older proof and re-apply. If the officer records a finding you believe is wrong, there is a review and appeal route and, for validity, a scrutiny committee, explained next.
07If the caste claim is challenged
A caste certificate can be challenged, and this is where it moves from a counter to a tribunal and a court. If the certificate is refused on the merits, you can seek review or appeal before the higher revenue authority such as the RDO or the District Collector. Where a caste claim is doubted, especially for a reserved job or seat, the matter goes to the caste scrutiny committee, which can confirm or cancel a certificate after an enquiry. A scrutiny committee decision, or a cancellation, can then be taken to the Telangana High Court by a writ petition. The exact structure and committee names can change, so confirm the current procedure.
