How to Apply for a Caste Certificate Online in Rajasthan

A caste certificate in Rajasthan proves that you belong to a Scheduled Caste (SC), Scheduled Tribe (ST) or Other Backward Class (OBC), and it is what unlocks reservations in education, jobs and welfare schemes. It is applied for online through the state Single Sign-On (SSO) portal and e-Mitra and is issued by the Tehsildar or SDM after verification. A key point most people miss: the OBC certificate for central government use is not the same as the state OBC certificate, and the central one needs a non creamy layer (OBC-NCL) check. This page explains how to apply step by step, the documents you need, the difference between state and central OBC and the EWS certificate, and what happens if a caste claim is doubted or challenged. Last verified October 2026.

The short answer
  • Where: apply through the Rajasthan SSO portal and e-Mitra, or at an e-Mitra kiosk.
  • Categories: SC, ST, OBC (state and central lists) and the separate economic EWS certificate.
  • Central OBC: needs a non creamy layer (OBC-NCL) check and may use a different cut off than the state OBC.
  • Best proof: an old family caste record or a close blood relative caste certificate on the father side.
  • If challenged: the claim goes to caste verification; a cancellation is fought by writ in the Rajasthan High Court.

01Which certificate you need

Get the category and the use right before you apply:

CertificateFor whomKey point
SC / STScheduled Caste or Scheduled Tribe membersBased on the caste being in the notified SC or ST list
OBC (state)Backward classes for Rajasthan state benefitsUses the Rajasthan OBC list
OBC (central / NCL)Backward classes for central government jobs and institutionsNeeds a non creamy layer (OBC-NCL) check against an income and status limit
EWSGeneral category families below an income and asset limitSeparate from caste; based on economic criteria

Applying for the wrong one is the most common mistake. A state OBC certificate may not be accepted for a central job, and the reverse can also be true.

02Apply online (step by step)

The application runs through SSO and e-Mitra. Broad steps:

  • 1. Log in to SSO. Use your Rajasthan SSO ID, then open e-Mitra.
  • 2. Select the caste certificate service. In e-Mitra go to Services, Avail Service, and pick the SC, ST or OBC caste certificate (state or central as needed).
  • 3. Fill the form. Enter personal and family details and link Jan Aadhaar if asked. For central OBC, provide the non creamy layer details.
  • 4. Upload documents. Upload proof of caste and the supporting documents listed below.
  • 5. Pay and submit. Pay the service fee and keep the transaction number.
  • 6. Verification and issue. The revenue office verifies the caste and family record, and once approved you download the signed certificate from SSO or DigiLocker.

03Documents and the creamy layer rule

The usual documents are:

  • Identity and address proof (Aadhaar, and Jan Aadhaar where used)
  • Proof of caste, often a caste certificate of the father or a close blood relative, or an old revenue or school record showing the caste
  • Ration card or other family proof
  • For central OBC, an income declaration for the non creamy layer check

For the central OBC (NCL) certificate the family must be below the creamy layer limit. Certain high posts and high incomes put a family in the creamy layer and out of the central OBC benefit, even if the caste is on the list. The state OBC may use a different cut off.

Caste flows through the father side in most cases, so an old family caste record is the strongest proof.

04If your caste claim is challenged

A caste certificate can be questioned, during admission, recruitment or an election, if the authority doubts the caste claim. In that case:

  • Verification. The matter goes to the caste verification or scrutiny mechanism, which can call for records and a vigilance inquiry and then decide whether the claim is valid.
  • Cancellation. If the claim is found false, the certificate can be cancelled and benefits withdrawn, sometimes with action against the holder.
  • High Court. A verification decision is challenged by a writ petition in the Rajasthan High Court, not by an ordinary civil suit, because the verification body acts as a quasi-judicial authority.

This is why genuine caste proof matters at the application stage: a weak claim that clears the counter can still fall at verification years later.

05If it goes to court

Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.

Applying for a caste certificate is an administrative step, but a challenge to its validity is a legal fight. When a caste claim is referred to the verification mechanism, or a cancellation is taken to the Rajasthan High Court by writ, there is a case number and a forum, and that is where Claw helps. You can create a FREE Claw account to track the matter across the court or authority that hears it, with hearing dates and order updates in one place. Claw covers 9,102 courts, benches and forums, so a verification proceeding or a High Court writ has a real tracking home. You can also search 30 crore+ judgments (Supreme Court decisions from 1950 and High Court decisions from 1990) to see how courts have treated similar caste validity disputes, with results in under 5 seconds, and Claw does not train its AI models on your documents. This is general legal information and case tracking, not legal advice on your caste claim, and a case search that shows nothing only means nothing was found on the forums and date searched.

To see how a similar caste validity dispute was decided, run a case search across Indian courts by subject or party name.

07Frequently asked questions

Is the Rajasthan state OBC certificate valid for a central government job?

Not always. The central government uses its own OBC list and a non creamy layer (OBC-NCL) check with an income and status limit. For a central job or institution you usually need the central OBC (NCL) certificate, which can differ from the state OBC certificate. Check what the specific recruitment demands.

What is the creamy layer?

The creamy layer is the better off section of OBC families that is kept out of the central OBC benefit. If the family income or the parents posts cross the set limit, the family is in the creamy layer and not eligible for the central OBC (NCL) certificate, even if the caste is on the list.

What is the strongest proof of caste?

An old family caste record, usually the caste certificate of the father or a close blood relative, or an old school or revenue record showing the caste. Caste is generally traced through the father side, so a family record is the most reliable proof at the application stage.

Can a caste certificate be cancelled later?

Yes. If a caste claim is doubted during admission, recruitment or an election, it can be referred to the caste verification mechanism, which can hold a vigilance inquiry. If the claim is found false the certificate can be cancelled and benefits withdrawn.

How do I challenge a verification decision against me?

A caste verification decision is challenged by a writ petition in the Rajasthan High Court, not by an ordinary civil suit, because the verification body is treated as a quasi-judicial authority. Once filed, you can track the writ and look up how similar disputes were decided.

Is the EWS certificate a caste certificate?

No. EWS (Economically Weaker Section) is for general category families below an income and asset limit and is based on economic criteria, not caste. It is a separate certificate from SC, ST or OBC.
