How to download a birth or death certificate in Bihar online, what to do when the record is wrong, and what to do when a birth or death was never registered. Last verified October 2026.

How-To Guide · Bihar Civil Registration

To download a birth or death certificate in Bihar, search for the record on the official civil registration portal using the registration number, or the name and date of the child or the deceased. Check the details, then download the digitally signed PDF. A copy is usually free or carries a small fee. If the record has a wrong name or date, or the birth or death was never registered, you will need an affidavit and an application, and sometimes an order from a magistrate. This guide covers all three situations. Last verified: October 2026.

The short answer
  • Normal download: search by registration number, or name and date, on the CRS or Bihar e-District portal, then download the signed PDF.
  • Wrong entry: apply to the registrar with an affidavit and proof. Refusal turns it into a legal dispute.
  • Never registered: late registration needs more approvals the later you are, and after one year generally a magistrate or competent authority order.
  • If refused: create a free Claw account to track the matter and any court order by party name.

01Which portal to use in Bihar

Births and deaths in India are registered under the Registration of Births and Deaths Act, 1969. Bihar runs this through its own offices, and records also sit on the national Civil Registration System (CRS). Many people lose time because they search on the wrong site. Start by asking where the event was registered.

  • The national CRS portal: dc.crsorgi.gov.in is the main site for newer records, especially births and deaths registered through hospitals and institutions. You can register as a public user and search for the record there.
  • The Bihar e-District / Service Plus (RTPS) portal: serviceonline.bihar.gov.in is used for applications and status tracking of many Bihar state services, and for records registered at block or local counters.
  • Your city body: if the event took place inside a municipal area such as Patna city, the municipal corporation may also issue the certificate.

If one site shows no result, try the other before you assume the record does not exist.

02Steps to download a birth or death certificate online

The normal process is simple when the record exists and is correct. Keep the registration number handy if you have it. Without it, you need the full name, the date of the event, and the place.

  1. Open the official portal (CRS or the Bihar e-District portal) and log in or sign up with a mobile number. Never use a site that asks for a payment before you see any record.
  2. Choose the service: birth certificate or death certificate.
  3. Search for the record. Enter the registration number, or the name of the child or the deceased, the date of birth or death, and the district.
  4. Check every detail. Look at the name, parent names, date, place, and gender. A small spelling error today can block a passport, school admission, insurance claim, or property transfer later.
  5. Pay the fee if shown. Many copies are free or a small amount. Use only the official payment page.
  6. Download the digitally signed PDF and save it. A printed copy of this file is generally accepted, but some offices may ask you to verify it online.

Who can apply? Usually the parent, the family member, the person named in the record, or an authorised representative. For a death certificate, a close family member or legal heir is the usual applicant.

Tip: save it twice

Store the PDF on your phone and in a cloud folder. You will need it again for school, bank, insurance, and succession matters. If you use DigiLocker, check whether the certificate is available there too.

Fees change and differ by service. Always trust the amount shown on the official portal on the day you apply.

04Correcting a wrong name or date

Sometimes the certificate downloads fine but the entry is wrong. A misspelt name, a wrong date of birth, or a wrong parent name are common. The Act allows a registrar to correct an entry that is wrong in form or substance, when proper proof is given.

What you usually need

  • A written application to the registrar who holds the record, stating what is wrong and what is correct.
  • An affidavit sworn by the applicant (or a parent) explaining the error. See our guide on the name change affidavit format for how such an affidavit is usually drafted.
  • Supporting proof, such as the hospital record, school record, or identity documents of the parents.
  • The original certificate or a printout of the wrong entry.

Cases that are harder

A spelling fix with clear proof is usually quick. A change of the date of birth, or a wholly different name, gets more scrutiny. The registrar may ask for more evidence or refuse.

05Late or delayed registration

If a birth or death was never registered, the first question is how long ago it happened. The Act sets a time window for reporting. The later you are, the more approvals you need.

  • Within the normal reporting period: registration is a routine step with the registrar.
  • After the normal period but within a year: registration is allowed with the prescribed late fee and the registrar’s permission.
  • After one year: registration generally needs an order from the competent authority or a magistrate, after they verify the facts, and payment of the prescribed fee.

The law on delayed registration was amended in 2026, and it tightened who must approve a late entry. Because the details changed recently, confirm the current rule with your registrar or the official notice before you file.

Documents that help

Bring an affidavit, a hospital or doctor record if one exists, a school certificate, ration card or voter record showing the date, and statements from two respectable witnesses. For a death, a cremation or burial record, medical certificate, or police record can help. The more independent paper you have, the smoother the order.

06When a correction or late registration is refused

Most cases end at the registrar. Some do not. A correction may be rejected, a late registration may be refused, or the authority may simply not respond. At that point the matter is no longer paperwork. It is a legal dispute.

Your options usually run in this order:

  1. Ask for the refusal in writing, with reasons.
  2. Use the appeal route in the Act and the state rules, if there is one for your situation.
  3. Approach the competent magistrate for a registration order, where the law requires one.
  4. As a last step, file a writ petition in the High Court if the authority acts unfairly or does not act at all.

Once a court is involved, the real work is tracking: hearing dates, orders, and compliance by the registrar. Missing an order date can cost months. If a certificate is also needed for a property or title matter, see our guide on how to download an encumbrance certificate for a related record.

07Where Claw fits

Claw has no part in the normal download. You do that on the official portal. Claw becomes useful only if a correction or late registration is refused and the matter goes before a magistrate or a court.

Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.

In that situation, Claw helps you follow the matter and any court order by party name, across 9,102 forums, with results in under 5 seconds. Its search covers more than 30 crore judgements, which also helps a lawyer find earlier decisions on delayed registration or correction. Claw does not use customer case documents to train AI models. Claw also has a free plan for individual advocates.

If a correction or late registration is refused, create a free Claw account to track the matter and any court order by party name.
